Hi, if you are scrolling with a incoming MIDI button message  and up and down arrows keystroke output to your computer  and your incoming  MIDI message is note-on for button down and note-off for button up, you would set up two translators.  The first (Note-on) would would send a key down message  to the up arrow key (check the box for enabling repeat).  The second translator would have an incoming message of note-off and a key up message for the up arrow key.

You would then create a similar set of translators for the down arrow key (with a different button).

Example:

Incoming Message: Note-On MIDI Channel 1 note 0

Outgoing Message: Keystroke Down – Down-arrow (enable repeat)

Incoming Message: Note-Off MIDI Channel 1 note 0

Outgoing Message: Keystroke Up – Down-arrow

—--

Incoming Message: Note-On MIDI Channel 1 note 1

Outgoing Message: Keystroke Down – Up-arrow (enable repeat)

------

Incoming Message: Note-Off MIDI Channel 1 note 1

Outgoing Message: Keystroke Up – Up-arrow

---------

If however, your outgoing message is a mouse wheel up or down, come back to me as this would involve the use of timers to start the mouse wheel messages at intervals while scrolling and stop the timer when releasing the button.
