encoder control

is it possible to make a encoder do something like this:

iff i rotate the encoder Clock Wise, it Send a CC Note(1) With a interval of 6velocity's
iff i rotate the encoder Counter Clock wise, it Send a CC note(2) with a interval of 6 velocity's
